SEO service request for quote

Is there a site that I can submit the type of SEO service I'm looking for and have SEO's respond?

I've got a site that only has content appearing as supplemental results, ie nowhere. I'm keen to find an SEO who can explain why this is the case and provide a solution so the content becomes available in the proper index.
