Howe does a URL of website will have an impact on SE positioning

Greetings!

I heard that URL of a prticular website will have an impact on SE positioning when searched for particular keyword. Is it true?

And if URL of website effects ranking, then how can I change a URL/page name of my site, which already fecthed PR from Google? Anyone who can advice me?

The page is not ranking in first page of Google but it is positioned somewhere in 11,12 or 14 and this position is stagnent from many days.

The domain name does seem to help a little. You can try changing the www part to a keyword if it's not too long and doesn't interfere with your business. But the most important 2nd part is to make sure that the sites linking to you update their link. If you're already in Yahoo and Dmoz with the existing URL, you may just want to pass this up. A better strategy is just continue to go out and find better sites to get links from.
