Reverse setting of mobile to desktop page

does it work if i set mobile and desktop page in reverse order

I want Google to consider my mobile website as main website by adding “alternate” annotation in mobile sitemap & rel =”canonical” annotation in mobile website’s head section so that Google consider my desktop page effort for my mobile website ranking . I want to do it because Google’s recent announcement for “Mobile First Index”

Would it work ?

Not sure you can do that given that Google is rolling out a mobile only index. See
Essentially desktop users will see pages from the desktop index, whereas Mobile users from the mobile index, and each index will be based on the merits of the pages included in the index.
