Building a mailing list

dont know where to post this question...

Im planning on building a site/squeeze page and instead of relying on adwords for traffic to conversion funnel i would like to try it doing using mailing lists... Whats the best way to build a mailing list from scratch without using adwords?

Any good ways/resources to get initial traffic from another mailing list/vendor (i.e.. buy access to someones list)? To build your own list?

there are some tools which helps you to grab email id's from popular websites (email extractors) use those, and validate them before adding to your mailing list.
