My question is when will SE, such as google notice the change? I know it should take a while since the old site was "inactive". Any one has an idea for a bottom line?
I also have another side question. Should I put a meta keyword tag on every single page of site, or just the homepage?

Take a look at the statistics/log files from the old site. This may tell you how often you were getting Googlebot visits.
I had a PR 4 site that was inactive for about a year. When I did a major update in January, it was spidered within a week. I noticed hits to new pages very soon after, and the whole thing was in place with PR by late february.
google "spider" finally started to index some pages of my site. Although not completely, it's a start. One thing I noticed it's that there is no ranking (maybe 0 ranking) for those newly indexed page. =.=
One annoying problem remain is that the indexed pages from the old site are still there and those are all broken links now. Hope they will be gone soon.
