The link equity of a page is determined by links inbound to that page.

So if you remove links from PageA that point to PageB, then of course you are reducing the link flowing to PageB.

Also, removing those links from PageA won't affect PageA's link equity, but it might affect how some search engines assess PageA's ability to rank for some terms.
