URL s without parameters are static.

This is not static:
example.com/abc.html?abc=1
example.com/abc.php?abc=1

This is static:
example.com/abc.html
example.com/abc.php

It doesn't really matter whether it ends with html or not. So long as that page is not going to change no matter what parameters you put in, it should be considered static.
