Putting keywords in the information tags

Good practice for search engine promotion?

I see a few sites where there are keywords placed inside information tags in the site's coding:

<!-- keywords, keyphrases -->

Is this a good idea?
Do the spiders read these tags?
Could it be classed as spam, keyword stuffing?

Interested to know people's opinions.
