RSS and Server Email?

For some reason, my server provider is not able to allow us email through the site.
It is sporadic, as it comes and goes.....
But when it goes down, I am not able to upload information from RSS feeds. (on a phpbb forum)
Can anyone explain to me how a server ties into the RSS factor?

What I meant to say was how the server's Email function ties into RSS.
Was told on a php support site that the RSS has nothing to do with it...well, apparently it does.
