Easiest way to convert datafeeds in RSS

Is there a script or program that can automatically convert datafeeds into a RSS feed?
Is there any programmers that can write a script like that?

I think he means convert a raw AFFILIATE product datafeed into RSS. I have had a lot of affiliates ask for that and have been researching options. Found some programs but don't know if they are any good.

Basically CSV to RSS would do it EXCEPT for an easy way to auto add your affiliate ID to the URL string, since every program does it differently.

I may buy the program that looks the best after I finish researching and evaluate it.
