"Best" means use the meta tags that apply to your page so that depends on your page. The <!DOCTYPE declaration, <meta charset=" "> and <html lang=""> tell browsers how to parse your page. The viewport tag tells devices how to manage/translate your css to the device. The <meta name="robots" content=" "> tag lets you communicate your preferences to compliant robots. The <meta name="description" content="ACTUAL DESCRIPTION"> tag tells robots what each page is about. There are others that may or may not apply to your own pages. There is not a list of "best" that applies universally.

I pretty much avoid meta tags (other than the obvious ones) as the search engines are increasingly more concerned with the CONTENT, not any "description".

there is no perfect set of meta tags because "it depends".
Not meant to be offensive! This is a comment that the old myths re: "keywords" and "description" which se's routinely IGNORE continue to mislead folks in 2019! G, and so many other se's have deprecated "meta keywords" for YEARS. Your meta statements need to be refined to necessities to make the page FUNCTION or deal with Robots, Language, or Cache, etc.
Concentrate on other aspects of the page, not meta!
Content is a good place to start. :) .
