I know it is possible to submit a blogger blog sitemap to webmaster tools as feed /rss.xml or atom.xml?redirect=false&start-index=1&max-results=100
is it necessary I think it may be harmful

Sitemaps are not necessary for any website including blogs. Sitemaps are an additional tool for webmasters to assist search engines better explore their websites. If your website is well linked then the search engines will be able to explore your website without needing any extra help from sitemaps.
