my google webmaster tools are telling me that 62 urls are restricted by robots.txt ...

and they're not,

and the robots.txt file checks out ok

and when i click on one of the urls specified it says 'about:blank' in the urlbar first THEN the page loads a second later...

does anyone know what causes this?

Is that opening a new tab or window?

If it is, then you will get a blank page before the real page loads; and your browser will add the "about:blank" to that page until the real page loads.

but it doesnt do it when i open just any old new tab... but it is doing it with the urls in this list in webtools....

Is there a chance Google has a cached version of your robots.txt? Try rewriting and reloading it. Couldn't hurt.

You don't by chance have a noindex meta tag on any of those pages?
