understanding where needs arise = important for PPC?

Ive been wondering this:

In SEO this kind of thing is a bit over the top (overanalysis) in most cases, but is this something that helps in PPC marketing?

for example...if someone understands the search engine market+how search engines work, what google is trying to do, etc. he could have anticipated (had the right content in place) all the "needs for information"(=searches) that are created because of google rolling out local places.

google doing that creates the "need for information" in local business owners (who just lost their search traffic...) who now start to search (on forums, on google,...) for a solution (how to rank in places).

Is this kind of in-depth understanding of an industry ever important in (highly competitive) PPC markets?
