I have tried most of the very cheap PPCs out there and while they are cheap, the traffic is small to non-existent.
The cheapest way to get lots of targetted traffic is to be reasonably placed in Google. Hunt out link exachanges with as many similar sites as possible, add lot's of linked content pages, then sit back and wait. It will cost you $0.00 and give you heaps more traffic than the PPC's

Unless you have a way to generate revenue within your site (ecommerce), I would not even consider ppc--unless you have money to burn.
You could check out isubmit.com and see what submission packages they have available.
I did their free trial and received hits now and then from fake looking search sites that suspiciously had the same template look.
Kind of looked like a bunch of search sites set up by someone who sets a click-bot loose on them. I have not been able to get ip or clickstream data from Kanoodle traffic, so I think it's bots.
Just my experience.
Mind you if you want traffic at low prices I would try Google.
The numbers using google compared to these others mentioned is enormous and there are plenty of "good value for money" keywords around if you look closely enough.
