However, I don't know what kinds of issues cause the problems - it's not the web pages themslves, that much is clear.
On the other, more delicate and controversial side of the coin, there is little doubt that on occasion Windows will hassle Opera in subtle and some not so subtle ways. For instance, I use the hide taskbar option in XP and somedays it will work, and some days not --- one of the factors being whether or not Opera has more than one page open. IF I close all pages except current, the task bar pops up (usually).
I hope that we do not have to pretend here or side step the fact that Opera is not MS's favourite program and that there are documented cases of "interference". This situation, fortunately, has decreased dramatically, and I am by no means claiming perfection in Opera's operations. The best solution to many of these problems is simply to write to Opera.
Any "locking issue" has to be discussed in specifics. It has been an occasional problem on both 98SE to XP but never a routine matter.

(1)are you using the latest version
(2)is your machine running slow in general?
(3)when you installed it, did you have any older version already running?
if the answer to 1 is no. get the latest version. no less than 7.5
if the answer is 2 is yes, you may have a virus or you may need more RAM.
if the answer to 3 is yes, uninstall your old copy of opera (saving your emails, contacts and bookmarks of course) then reinstall a newer version.
