Help in portal (home page) coding

I am new member on this forum (and in admin world also). I have a basic knowledge of programming. Last week i installed SMF forum software on my site. Now i am planning to make home page (portal) for my website with nice coding. In which I can upload images in postings (reviews, guide etc.). Can anyone suggest me where i will get Free portal Or cheap portal code ? Because currently i don't want to spend so much money in portal.

I recomend you take a look at [opensourcecms.com...] they have a large selection of opensourse (free) cms/portal systems that you can try on their servers. This means you are able to work out what portal will work best for your site and then download it.
