Some of the google listings are expanded, i.e., under the link, there is a list of links in 2 columns, let's say for About, Information, whatever. Does one need to pay to get this type of listing with Google. What is the service called?

They are called site links, you can view them in your webmaster tools control panel.
My theory is they are given to popular pages or sections of a site, they are completely auto created we can't dictate which pages get them but from your webmaster tools CP you can block ones you don't want.
