Microsoft's release of its new Windows 7 operating system is expected to increase demand for personal computers only slightly, Chief Executive Steve Ballmer told journalists in Munich on Wednesday.
"There will be a surge of PCs but it will probably not be huge," Ballmer said in answer to a question at a news conference about the likely effect on the market of the new system, which will replace the unpopular Vista.

You can already buy PCs with free upgrades to Windows 7, so there's no real need to hold off from the consumer side. However, if they're talking about the enterprise side of the market then that's spot on. No corporate IT department is going to make a sudden jump to Windows 7 without testing. A lot of them still have the old "wait until the first Service Pack" mentality, so they won't be looking at adoption until then.
