Windows XP Home - problems with installing a program (exe file)

I need some help.
I am trying to install a program to the hard disk of my computer (has Windows XP Home). I could do this in the past, but suddenly it does not let me install a program (download).

In the past, I just did run an exe-file to install a program. If I do this now, I got a message telling me to go to the Control Panel to install.
Going to the Control Panel, it gives me only the option to install from a CD. I cannot find an option to install a download. I think this has something to do with a Windows-Update that was recently installed to improve security.

If Windows update just installed SP2 then when you try and download a program there is a warning bar that appears just below the address bar in IE 6. If you have the Google search bar it will be just below that.

When you try to download the program just click on this warning bar to allow the program to load. It's not a very obvious thing if you haven't seen it before.

Can you not copy the .exe to a CD, and then use the Control Panel to install from there.

Actually I had no problem with the downloading, but with the installation after the downloading.
The problem was the SP2. I disabled the firewall and this resolved the problem.

HMM, sounds like the program needed to connect to a server while installing. (either to activate or for other reasons) Are you sure the program you installed is from a reputable source and does not contain some type of spyware/adware/malware?

Yes, I am positive that the software is OK.

The whole thing makes little sense, such as disabling the firewall for installing the program when the program is already downloaded and on the hard disk. But that is SP2 with its many surprises.
