"Personalized Menu" not working

I'm using XP SP2 with the "Classic" Start menu and "Personalized menu" is enabled.

Unfortunately it does not work.
It is supposed to hide items in the Start menu that are not used frequently. It has been several months and nothing is ever hidden.
This MAY have resulted from using a program to transfer applications and settings from an old computer to this new one. But, I am not sure.

I also have "Personalized menus" enabled for IE and it does function for the Favorites menu.

Any idea why it doesn't work for the Start menu?
Is the data about Start menu item usage stored in the Registry? If so, where?

I didn't know it worked for the Start menu. I thought it was just within programs.

It is an option available when you use the classic Start menu.
It worked on my "old" XP computer, and I think it worked on the new one before I transfered the old apps to the new computer.
I like that feature, and I hope someone can help me get it back.
