Jon_King came closest, but he failed to explain how to enter his scancode, whether you have to reboot, and why it doesn't work whatever you do.
Does anyone one know the FULL story of how to avoid the second most time wasting design fault on a PC? (The first, of course, being Microsoft Windows)

Is only half the story. How do you install it, and how do you make it work?
If this is the case, then don't disable it - all you have to do is enable the optional beep to notify you that you've pressed it. I've been using this feature for years.
Look in Control Panel¦Accessibility Options¦Keyboard and tick the box labelled Use ToggleKeys.
