Free Windows for Donated PCs?

A Mac user is preparing to donate some PCs and mentioned they heard that Windows can come for free (I think 2000) if the computer is donated. Could someone please confirm this? I made the suggestion of Linux but I'd still like to confirm the original question he asked.

Microsoft do have price reductions for charitable organisations .. but I've not heard of them giving away an upgrade for free...

The charity he is donating to will have a volume license for windows 2000, but will ask if it's preinstalled first. There is a minimum spec...
