"Allow system to be shut down without logging in"

Why doesn't the shutdown button enable itself when using microsoft terminal services? It's enabled if I'm actually at the server.

at the server you will be able to select shut down. At any other end the server won't allow anyone to shut it down unless they login..

If it did then if I got a server I.P for one running 20 large websites I could just remote to it and shut it down without login on....
