Planning of a site

what is the best method?

When dealing with large sites that will contain many different functions,
what is the best way to record all the functionality this site would have on paper, so
that I can hand it over to my programmer without having to explain it over and over.

Does someone have a template of a requirements document or a storyboard?

If you have to do this a lot, I highly recommend MS Visio. Or if you really want to get down and dirty, use Rational Rose.

As far as doing it on paper, I just build ERDs of my databases (in Visio), Build site flow diagrams (Visio again), and write out documents for each page detailing their purpose, request elements, internal variables, recordsets, and anything else that is specific to it.
