Need help creating new website in IIS

I'm trying to create a new web site in IIS. I followed the steps outlined here:
www.startvbdotnet.com/aspsite/extras/deploy2.aspx

...but when I go to try to access my site in the browser, the browser times out while trying to load the page:
"The connection has timed out"

I've looked at the properties of all other sites on our server and they match those of my new website.

So, I think there is a step outside of IIS that I am missing.

Can anyone help?

iis that IIS Site turned on? is there a default.aspx page in the site?
is the ip address you choose really ON your subnet? did you try [localhost...]
