Visual Studio.Net 2003 reports error when creating new .net app

Server has 1.1 installed but studio.net 2003 responds with 1.0

I have an interesting problem that is bugging the heck out of me.

I have a reseller program that is running win2k3 and has the latest version of .net installed. However when I try to create a new asp.net web application, studio.net reports with the error of server only has 1.0 and I will be unable to create an asp.net application.

I have found a few things on the net regarding reinstalling the .net for vs.net and I have tried that along with other suggestions, but nothing has worked so far.

Any ideas?

You've run aspnet_regiis.exe -i in the .NET v1.1 directory?
