On a shared server you can do limited windows and iis management with a web based control panel accessed over ssl. e.g create email & ftp accounts, view log files, create new wesites
Depends on budget and how much control of the system you need.
I am using crystaltech.com and renting a server for 80 bucks a month. Their service is a true 24/7. You can even call them on the phone on Christmas Eve (middle of the night) and find someone willing to give you tech support.
The best place to go when looking for a host is a forum called Web Hosting Talk. That board is where it's at when it comes to anything to do with hosting. It is very active and people are very open about how they feel about their hosts - both good and bad.
Before you get talked into something by a salesman or an impressive webpage, go to Web Hosting Talk and do a search on the name of the host you are considering. You might find they have one of the worst reputations in the industry. Choosing a host can make you or break you.
But I have very few problems with them. I'm happy enough that I'm about to get another 5 domains from them.
There are plenty of them out there.
