301redirect on IIS - only at the folder level?

I have just been informed by my webmaster that she can only implement 301 redirects at the folder level.

Our current website sits as files all within the home directory. Some of those files will go to new files and others will be mapped to the index page.

Is this possible? Any work arounds? Existing site is in ASP; new site is in PHP.

So you want each page to have different 301s?

If that is true then you should look at this thread to do it on the page:
[webmasterworld.com...]
