Did anyone install RH enterprise on a local machine and does it come with the
Above mentioned PHP, MySQL and Quanta etc..
I would like giving a try to RH Enterprise but I cannot find if it comes bundled with my tools

Generally, if it's in the free version of Red Hat/Fedora, it'll be in RHEL (yes, RHEL lags the free version somewhat, so if it's bleeding edge, then maybe not...)

It is free and can be found at [debian.org...]
All of the software you mentioned can be installed as a package once the OS is up and running.
I used to run Red Hat and BSD but have moved over to Debian. The install is a little harder but once you get used to it things are pretty smooth.
We are also setting up new stuff with debian and so far we like it better ;)
While I'm annoyed at them for a few things, Fedora works great, and I'll be sticking with them for a while. We've got 20 odd Linux boxes here at work, most of them are going to Fedora, and only the Domino ones are using RHEL, mostly because of an IBM requirement than our need to have a "supported" OS.
As far as I'm concerned, even if RH drops Fedora completely and leaves it to the community, we're no worse off than Debian from a supportability standpoint. Yum can take care of all the updates and upgrades necessary...
