Verifying Reciprocal Links and Link Quality

I'm currently running a specialized business directory that has three membership levels. Level three receive featured placement while level two receive placement above level one. Our level one or "basic member" entries are free but we are considering moving to a reciprocal link program. My concerns and questions are:

-Will linking to a poor quality site diminish the professional image we currently project? Note: We will be moderating the submissions based on relevance.
-How does one enforce the reciprocal link on the submitted site?
-Should we advertise this feature on the site and if so, make it a requirement of basic members?

We have a free listings directory and from experience I would say:

We moderate and check but only remove the ones we think are rubbish, anything that has something to offer we include. Remeber everyone of these is free content for your site.

-How does one enforce the reciprocal link on the submitted site?

There is software out there in abundance that someone I am sure someone here can recommend. We ude gossamer and it has a product if you contact them.

-Should we advertise this feature on the site and if so, make it a requirement of basic members?

No. Your submissions will drop off dramatically. Personally if you do do this I would od it in the email you contact them with.
