We have a free listings directory and from experience I would say:
-Will linking to a poor quality site diminish the professional image we currently project? Note: We will be moderating the submissions based on relevance.
We moderate and check but only remove the ones we think are rubbish, anything that has something to offer we include. Remeber everyone of these is free content for your site.
-How does one enforce the reciprocal link on the submitted site?
There is software out there in abundance that someone I am sure someone here can recommend. We ude gossamer and it has a product if you contact them.

No. Your submissions will drop off dramatically. Personally if you do do this I would od it in the email you contact them with.
