From what I know, such activity is perfectly legal. If anyone is interested to partner on this one, please sticky me.
I'm considering starting a brokerage service helping people to get links from high PR Russian websites. I'm wondering how much people will be willing to pay to get a link from a site with, say, PR7?
if you are in any way perceived to be selling pagerank ... then hello pr 0!
research the whole SearchKing thing from last year.

1) These (yeah there are about 8 links) no way related to the topic of their site.
2) These links are kinda almost hidden cuz of the layout of the site
3) Cost of link from just the main page is US$ 4500 + per month (lol... I had to contact them to see how much does PR 8 can pull in... just think about it 4.5k x 8 links = that is US$ 36,000.00 just for links from home page... now if you count all the links on whole site.. @#$@#^#^*&#^%!@#^%&#%^)_&*(&#$ )
Also, I kinda hate to say.. but I don't think I would feel comfertable just complaining against them.. or posting their name in the board of by pm... :(
Google do something ... rich guys are getting richer...

topr8, I'd argue that SearchKing did very different things on a very different scale. Can you point out a site that had its PR reduced for having a bunch of unrelated text advertising or something like this? I agree that one shouldn't be advertising 'PR sales' if they want their business to last ;)
Shak, could you please explain whether you really mean it's illegal or you were just venting off?

I am 100% serious, if you do not think that there is a legal problem, then call Google and pitch your business plan, that you are interested in selling PR links, and whether they have any guidelines on how it should be done...
At the end of the day, only Google can give you the BEST advice on how it should be done...

There is no legal problem or issue in selling a link. That's called advertising.
Google may consider it to be unethical if it's apparent that the sole purpose of the transaction, or fundamental purpose of it, is an attempt to manipulate the SERPS.

here from the google advice to webmasters ...
Don't participate in link schemes designed to increase your site's ranking or PageRank. [google.com]
while it is not illegal to buy a link for the purposes of pr, (google do not make LAWS) they are perfectly entitled to penalise people who they believe are manipulating THEIR system.
i believe that with this and all other seo practices that are in the grey area or beyond, remember this is not a game, so be aware of the possible negative consiquences of your actions - that way you can make an informed decision.
"I am thinking about starting a brokerage service selling text advertising on some high quality Russsian websites."
Yes! That sounds much better ;). Never mention PR and you will steer clear of controversy. Some other synonyms you can use are :- Text links , Paid inclusions, Advertisement from high traffic site...
