now this is ASSUMING that the page with your link is passing on any pr at all,it is altogether possible that this is not the case.
Even if the linking site has a PR1, it WILL pass on some PR value - to be precise, the PR of that page, divided by the total outgoing links on that page. However if the linking page has PR0, it will obviously not pass on any PR.

... and i'm not talking pages employing clever redirects or using NoFollow robots tags and other suchlike trickery. (although these things and others can prevent a linked-to page receiving pr too of course)

How can you be certain that the PR is not passed to the pages in your case? You may note 2 important points here -
1. PR scale 1 to 10 is not linear. It is highly exponential.
2. Google servers need to calculate and ‘store’ incoming PR value for each page. So a freshly created link may not show passed PR value as Google does not calculate PR in real-time. However, in the next indexing update, it will show up the value. While Google shows the PR in integer format, actual value may be stored in several decimals. You can never know how much that has increased until you see the integer number jump.
Dynamic vs. Static - appearance is all. It’s difficult enough to teach people so I tend to keep it simple. Dynamic links whether they are spidered or not tend to throw people off. For those with first level knowledge the link itself looks confusing, putting potential partners off. <added>see [webmasterworld.com...] for an example</added> Second, as dynamic links have not traditionally been followed or registered consistently, although I do see examples showing, I’ve personally discouraged those new to linking to spend any time on getting them. Linking is so time consuming that you have to give yourself a prompt list to filter out possible partnerships. Dynamic links are top on my filter out list.
