Myself, if I get a 'non personalized' message -> it goes into the bit bucket, no questions asked.
However, a well crafted note about how I could partner with another site for mutual benefit - always gets looked at before being acted on, either the bit bucket, or a follow up reply.
Generic emails that are clearly sent from a linking tool and demonstrate a complete lack of knowledge of my "wonderful" site get quickly discarded.
I'm guessing that your messages aren't terribly personalized or targeted.
Be very specific, personalize the email, and make it look like you wrote it for that site in particular and you'll certainly do better.
Last but not least, read the other posts this forum.
The same people - multiple times - is very bad, it makes you look desperate. Think strategy, think long term.
A few hundred crappy links will do nothing, in the grand scheme of things, for your site.
The right links, and only a handful of those, will bring you success that you can't begin to imagine.
Figure out what those links are, and how you could get them. Focus on that, and the reward for your link development campaign will be much sweeter.
In the begining, I can get 10-15 link exchanged.
My email is very personal. To show sincerity, I use my personal paid email account.
Maybe my competitor submitted the complaint. Who knows?
But I can not use the account any more.

One personalized link request in a month is fine, and will get my attention. If I find two or three from the same person in my inbox, though, I'd assume it was spam. I'm also irritated by multiple requests in the space of a week or two, if I recognize the sender or site.
I'd recommend you get a new e-mail address and some way to keep track of what you are doing. Don't mail the same domain twice. (Keep in mind that "webmaster@domain.com", "info@domain.com", and "billg@domain.com" may all end up in the same inbox.

I am going to use MS Access to store my email addresses.
make one field as "time"
Then I sort by name, if they are the same, and one of the time is today, I delete it.
This will add my work load,though.
If I get a new yahoo email address and still send through my isp, (not yahoo) from my home,
will my isp still recognize this?
Slow down, Steve! :) You will continue to make people angry if they get contacted a day or two apart. I'd recommend waiting at least a few weeks or a month, then send a different follow-up message mentioning your original request.
Go for quality contacts, not volume. Personalize the message showing that you have looked around the person's site. You'll make fewer requests, but have a higher success rate.
"add a link" + "your keywords"
"add url" + "your keywords"
"submit a link" + "your keywords"
and etc. with other combinations. Search gooooogle, alta vista, msn, and other search engines.
Again, personalize, like you DID look at that site it is relevant to your content.

I experimented with all kinds of text, etc and personalization is the absolute necessity. Speed is completely irrelevant if everyone is dumping your requests in the garbage.
Take time, read through the website, and then write your email.
Use a general template, but compose a personal email to the best of your ability. The recipient needs to be able to look through the exchange request and know that it's a serious request from an actual human being.

Mention your website and their website in the subject link. Use the actual name of their site, not something that a computer would guess at (domain.com, for example).
Explain who you are. Show where you would provide a link to them and what title, URL, and description you'd use.
Give them an easy way to provide a link to you.
Personalize personalize personalize.
Don't worry if it takes you a long time to work through this, the whole point is to demonstrate that you're serious, that it isn't SPAM, and there's a benefit to exchanging links.
I typically got success rates in the 30% range, and I was able to get 4-5 new links for every hour of time I spent grinding along.
It takes time, but it's totally worth it, and now I enjoy a PR 7, and thousands of clicks a month from Google.

My site is an e commerce trying to sell stuff. My link rate is about 5%.
And my site does not look very pretty as I am not a graphic designer.
I am wondering if your site is more info or educational.
I spent about half an hour to send emails. and I add manully add the links too..
By checking every site and every email with my current rate, it will be too time consuming. but I will try my best though.
Will someday I emailed to everyone in the industry and I can not find any more sites to email to?
