How do you encourage others to link to you?

How do you do it? I have tons of very useful content very much geared to my target audience, but it seems no one says "hey this is useful stuff, I'll just link to it!"

Once your found, the links come in - slowly. Until then promote yourself.

Read the last hundred threads in this link development forum and you'll get the idea. There are some very good ideas posted here and there.
(I cannot remember the girls lining up at the bar to link to my beautiful content :))
