Suppose you arrange for an inbound link from a web site
where instead of having the link be direct to your site,
you have them host a page optimized for your keywords on
their site that links your site.

As I see it, by the Laws of PageRank Conservation that
inbound link would do more for my PageRank, especially
since it could be highly optimized for my search terms.
Furthermore, I can see where having the user click a
link for a second timemight be an expression of greater
commitment that would enhance my chances at converting
the user into a customer.

The con side, the viewer might be less inclined to click
that second time.

This probably better belongs in the Google forum, but Pagerank wise a second link is an extra dampened Pagerank passthrough. (Google - in its original papers - claimed to use a dampening factor - Pagerank wise - generally thought to be ca. 0.95)

However (Google) ranking-wise it seems to be a better set-up if the special page is topically related to your page.
