When faced with question of link development? for site with six thousand links how long would it take to achieve this from scratch . I am interested in starting a new site?

Look at sites that have that many backlinks.

Many have a Google pagerank of 7 or 8. That is quite substantial - top of the reputational authoritative sites.

No need to put your goals to that ambitious level to have good quantity and quality visitors.
