I'm currently creating a website that would allow webmasters to promote their websites to a targeted pool of members who would like to receive links related to a subject they choose when registering(free).
So here are my questions:
1) How much would you like to pay for such a service? (pay per submission of one site).
2) From how many members would you start to be interested in such a service?
3) Do you know such services that already exist and could you provide a few links?
Of course, the hardest part of the project is to get enough members and enough clients at the same time.
What's your opinion?

Rule #1: hands off link exchanges if you don't like your site getting the Google boot.
Rule #2: Choose your links wisely, they are one of the most important and efective tools for promoting a site.
Situation 1:
Webmasters exchange links indiscriminately. Well, they get kicked out of the index eventually and the links did no good for their site, traffic wise anyway.
Boohoo. They were probably were competing with us anyway. :)
Situation 2:
Webmasters exchange links responsibly. I post a message / advert saying i want to exchange links with a widget related site. I get widget related links.
This is no different than emailing these webmasters individually.
I would say a carefully run service such as this would be useful.
But, as Heini noted, there are a lot of problems with it.
Even if you can keep your site clean from any spammy techniques, it will still be a hunting ground for spammers outwith your control. No one knows what kind of attitude the search engines would take to this. Not likely to be a good one though! :)
Also, I wouldnt pay for such a service at all - im cheap and dont pay for what i can do for free! ;)

Well, let's say you are offered the right to have your URL sent to hundreds of members who are really interested in the subject your website is about. You wouldn't even pay a small amount of money for that?
Also, when you say "what I can do for free", what are you talking about?
Of course you can spend plenty of time harvesting email addresses on the web. But perhaps, none of the members would be in your list.
Anyway, opinion from others would be welcome!
