These pages are built with quality links from related industry sites but I just found (by chance) one of the links to a site with no PR. I called the company and they told me that their site was dropped by Google, probably for hidden text.
This is an important link for this particular industry and I would just as soon keep the link on this link page.

What is the PR impact of having a bad neighborhood link on an internal 'links page'?
Neither! If you were to do that, noone would link to you. I would not worry too much about linking to bad neighborhoods. Just make sure the sites you link to are established, reputable sites.

I would take a few minutes a day to check which links are going to "bad neighborhood pages", and put them in a java script.
A site with no links get frowned apon.
