Is there any scenario where a one way outbound link could have negative effects on the page that it is on or the site as a whole?

i.e. if pointing to a PR0 site. If pointing to a link farm or if the site it is pointing to has been penalised by Google.

Why would you want to point your site at a look farm? SEs such as Google look down on such sites!

Pointing to a PR0 is dependant on why it is a PR0, assuming it is not penalised or barred (if it is - stay away), then your PR from the site, will be affected to what ever the aggregated PR is from your site site, in relation to all incoming and outgoing links to a PR0.

Linking to a link Farm, is a very bad idea, especially if G backtracks from the Farm to all incoming links and decides to band them all. Would suggest staying away from this.
