In all events, backlinks have been depreciated a lot, since the beginning of Google. At first, it was nearly the only ranking factor, then faded as the time passed, so it's the natural evolution.

Unless your page helps satisfy the user intent on the page giving you a backlink it's unlikely that the backlink will be deemed useful by AI, as AI gets "smarter". Just a hunch.

Keep in mind that at least since the introduction of RankBrain some 7(!) years ago, the importance of any single ranking factor is query dependent. But it's safe to say that the average influence backlinks have on search results is probably on the decline as newer and more reliable signals are added (crowding out or even replacing older ones).

Yes, Google's technology is becoming smarter over time. I remember long ago when people used to stuff keywords into the page by changing the color of the fonts, building links from inferior directories, articles, and PBNs, and reaching the top of Google search results. But now the time has changed. Google has slowly improved its search technology, which keeps its users safe and secure by delivering specific results.

G's logical "war" against links has, over the years, provided some sanity in "seo". Will links lose the previous impact on serps? Perhaps, but even g knows links (logical and targeted with value and content) will still have SOME value and can't be ignored. And they will never say which kind or how many is the best mix.
