It's not that all sites which are not in Google are banned by Google.
Of course checking the incoming links and the PR for the site is important, but you should also see what kind of site it is, whether they have good content are related to your industry and whats your opinion about the site - do you think the site is good for the general visitor it is targeted for?
I think what you need to look at, is what you will be getting from the link. I think you can rule ot PR. Do you think the content the site has to offer will be of good enough quality for your visitors? Are you looking to recieve traffic from the link? If so what are the chances of this site providing it?
If I wanted to exchange links with a site offering this one service/product I would start by doing this with sites which are already well established in Google with good PR, content, visibility and who complimented my site.
By the sound of things this site dosen't have a great deal to offer you or your visitors.
