What procedure would you recommend I get them to follow?
e.g. google, search for competitors links, phone webmaster etc.
Is there an effective way of making an introduction? Does anyone here pay someone to do this for them?

Right now that is asking a lot from her. It is not easy to explain the wealth of knowledge one gleans from the postings here at webmaster world. Just wait till its time to explain Pagerank, link farms, backlinks, anchor text, and all those things that go along with linking.
My next step is to review the sites, then I add the links to our site, next I will have Mary send out the letters requesting links, adding her personal comments to each letter.
When she notifies me of the responses I update the corresponding links to a permanent status.
In the future I hope that she will reach a proficiency that will allow her to pick out good sites that it may be worth it to build content for, as well as handle all the FTP of adding links, or I may just make a post-nuke module to handle link partners and make it easy on her.(just thought of that!:))

Let’s start right off with the title, Using admin person for link building, that is very good. I would start by defining what that means for you, whether you are looking for someone in-house or contracting this out. I think it’s important either way to define what you want and what you are willing to offer.

I’m not sure what you are asking here Jon. Are you talking about an introduction to an administrator or to a potential link partner.
It sounds to me as if you need someone with more than just a bit of experience on the web to hire them to administrate your linking campaigns. There are too many chances to slip up with the ultimate risk a Google banning. For some that would not be a good thing.
It would help if we defined what a link administrator is and then how that position would benefit a developer, what are the costs vs. the benefits.
It’s also important to define what your linking campaign is. Don’t make decisions without first having a strategy planned out. Know your risks. If someone suggests a campaign and doesn’t let you know what risks are associated with it then walk away. There is always some kind of risk.

My strategy was just to get as many links as possible with my keyword in the link! I would check out who links to my competitors and then expand my search for related websites thereafter.
What I meant by approaching strategies is how you initiate the contact with a potential link site. Do you phone them? Send an email that somehow gets their attention? This latter method must surely be struck with problems because of so much spam.
Do you try to go for a reciprocal link or a one way link? Do you offer incentives?
I will read the recommended posts and go from there. But the above describes my initial thoughts on what questions I wanted answers to.
