There's no reason a query string ( ?cat=Gardening+Sites ) should stop Google from indexing the page. It's a valid URL.

That on its own doesn't mean there aren't other ways a site could play silly whatsits.

Is the page blocked by the site's robot.txt file?

If you're interested in PageRank than is the link nofollowed, or javascript, or goes through an outbound link script that is blocked.

Is the page internally linked i.e. can you actually reach it from the home page/main section of the site (through equally valid links)?
