Hello

I run a web/blog directory established in 2006.
I make my living selling featured links.
My current PR = 5.

I found a guy offering PR8 links for up to $200/monthly.
These are non-english Websites.

Is it worth paying it? can it raise my PR? how many of them approximately would I have to buy to get it to PR6, PR7, PR8?
Can google penalize that?

Take a look at the toolbar PR of the sites that they are already linking to and see if that matches your expectations.

Take a look at the backlink profile of the seller, look for quality and quantity of links and the sources.

You asked if it could raise your PR. I answered to visit the sites that they are linking to and see if their PR went up because of those links. That will answer your question as to whether it will raise your PR.

can it raise my PR?

why do you want to do this? pagerank is headed toward the way of the cassette player. Google has already published that they removed it from webmaster tools and that it will eventually be removed from the toolbar.

Better is to watch your rankings.

Remember some websites with low PR rank well and some websites with high PR rank poorly for their keywords.
