using H1/h2 in anchor text

If I add H1/H2 Tag to all the anchor Text of all the urls. Will it adds value to that link.

H tags are headers
Is the header a natural point at which to leave a web page?

To be fair it could be a link to a named anchor on the same page but it is still not a good idea.
