Is social media(twitter.) helpful for launching linkbaits?

I live in Germany where technically it's against the law to send e-mails to people asking for links (or so..nobody seems to completely agree on this...).

I know high-traffic forums, blogs and PPC ads can be used to target the people you want to get links from..instead of using link requests.

Can you do this (successfully) using twitter, too?

I'm sure you can achieve your aim for link via a number of different methods other than email...twitter being just one of those.

If it's illegal to send emails requesting links then why not send an email for something else--information, etc. with a signature line for a website article that'll peak the recipient's interest?

Join a group where your targets are likely to be.

Is it illegal to fill out contact forms on websites?

Can you make phone calls?
