for a targeted website getting how many backlinks per week/month is considered safe. Can I build 10,000 back links in a week?

Depending on the type of site you have, 10,000 a week is dangerous. Unless your site is big time newsworthy such as your site publishing a cure for cancer, its not normal for a site to get 10,000 back links in a week.

when i hear a question like this my first question is how does one imagine one can do or more correctly, how would you actually go about getting so many links in such a short period of time? the only way I can imagine it, though of course i could be wrong, is if you bought many/most of those links, or perhaps if you had some phenominal new site that was giving away something that everyone wanted and was naturally linking back to. the point to me is that google has algos that somehow figure out if the backlink growth rate of a website is "normal" - i don't really have an idea of how many might be considered normal, but i assume that google would somehow know that a large number of links have suddenly appeared, and might well raise some flags around this.

some big blog sites that have been around for a good long while that i read indeed perhaps might get 1000 or more on average new links per month or week or whatever, but these are more established websites etc, so that wouldn't look unusual to a search engine. also, the search engines must have ways of checking the 'value' or 'quality' or 'worthiness' of the 10,000 links that you are talking about getting in a week and if all those are low qualilty links then they would be of little value to you.

it's really quality and quantity with an emphasis on quality that adds to the value of your website, it's page rank and the rankings for your keywords. go for quality content and quality backlinks...
