Can internal link sculpting be further enhanced with a timed approach?

Internal link sculpting via the use of nofollow is being discussed in most SEO circles, I'd like some opinions on if the process of developing a link structure using this method could be enhanced even further by applying a timed approach to page creation.

example: a typical sculpted link structure might feature category links that have nofollow applied from every page except the index. When creating a new category a timed nofollow approach may be achieved by NOT applying nofollow to the new category until 10-20 key articles are posted in that category, after which nofollow would be applied to the category site wide, minus the index.

Why? Well, when those 10-20 new articles are posted the new category link will be credited as having been on the page when the article was posted. I'm not convinced that an original link isn't worth slightly more than a link applied later on.

How would this help? Well, if you've taken an existing site and performed some link sculpting you'll notice that months go by but the links are still credited as being there in places like the link command and Google's own WMT. The links might have had nofollow applied many months earlier but they still appear as standard links later on.

The reverse can be done, nofollow the category while posting key articles and remove it later, the key articles won't be credited as linking to the category for some time.

There might be other uses to the long delay from when a link goes from nofollow to normal or vice versa...
