do you mean a way to get links from a site that has pr 2 or more? please clarify.

One way to check PR is to down load searchstatus plugin for firefox. This gives the sites PR. Then it's just a matter of posting your link.

The first step is having a site that people want to link to. Make sure you're site is as good as it can be, then find sites you would like to have link to you. Contact the sites you have found and ask if they would be willing to link to your site.

Regarding pagerank, forget about that for now, just work on geting as many links from related pages as possible.
